Yemeni Prime Minister Shaea Mohsen Al-Zandani criticized some governorates for exploiting the exceptional circumstances the country is going through to bypass the state’s financial and administrative laws and regulations.
He emphasized that the government will take strict measures against violators and those who bypass rules and laws, whether at the central or local level.
During his opening of the “National Conference for Partnership and Integration between the Government and Local Authorities” today, Sunday, in the temporary capital, Aden, Al-Zandani pledged to regulate revenue streams and ensure that public funds are directed toward tangible development projects that impact citizens’ daily lives in the electricity, water, health, and education sectors.
The Prime Minister pointed out that a large part of the current problems is not only related to the scarcity of resources, but rather to how they are managed and how powers are distributed. He stressed that collecting resources is not merely “levying taxes,” but rather a social contract to direct revenues toward development, noting that citizens no longer accept the trading of excuses or the loss of their rights amidst overlapping jurisdictions.
For their part, speakers at the conference, including Minister of Local Administration Badr Basalma and Taiz Governor Nabil Shamsan, indicated that this approach aims to strengthen institutional partnership, consolidate state prestige, and improve the quality of services by adopting decentralization and empowering localities.
It is noteworthy that the three-day conference, which features broad government and international participation, focuses primarily on discussing mechanisms for collecting, remitting, and managing local and shared resources, as well as addressing administrative overlaps in governorates under the control of the internationally recognized government.
