Yemeni President Issues Decree Establishing Health Fund, Appoints New Deputy Governor for Hadramawt Valley

The President of the Republic issued two republican decrees today. The first, Decree No. (2) of 2026, establishes a Health Fund, while the second, Decree No. (4) of 2026, appoints a Deputy Governor for Valley and Desert Affairs in Hadramawt Governorate.
The first decree stipulates the creation of the Health Fund based on the agreement signed with the Saudi Program for the Development and Reconstruction of Yemen, in cooperation with the Kingdom of Saudi Arabia. The fund aims to support the sustainable operation of healthcare facilities, strengthen the institutional capacity of the Ministry of Public Health, and enhance cooperation with counterpart entities in the Kingdom.
The decree consists of 33 articles distributed across five chapters, covering definitions and terminology, the establishment of the fund, its objectives and functions, its administration, and its financing and accounts.
The fund aims to improve the efficiency of the health sector by securing the necessary funding for the operation and management of healthcare facilities. It also seeks to promote integration between local and international efforts to strengthen governance in the health sector and improve the quality of healthcare services.
In addition, the fund will mobilize financial resources to support health-related activities and sector development, finance plans and programs to build the capacity of healthcare institutions, attract funding from public, private, and international sectors, and establish partnerships with the private sector to support health programs and initiatives related to emergencies, natural disasters, and epidemics.
The second republican decree, No. (4) of 2026, appoints Jamaan Salmeen Ali Barba’a as Deputy Governor for Valley and Desert Affairs in Hadramawt Governorate.
Both decrees stipulate that they shall take effect from the date of issuance and publication in the official gazette.
