GCC Ministerial Council Affirms the Three References for a Solution in Yemen

On Monday, the Ministerial Council of the Gulf Cooperation Council (GCC) for Arab States reiterated its affirmation that a political solution in Yemen must be based on the three references: the Gulf Initiative and its implementation mechanism, the outcomes of the Comprehensive National Dialogue Conference, and UN Security Council Resolution 2216. This is to ensure Yemen’s sovereignty, unity, territorial integrity, and independence.
This statement came during its 164th session held in Kuwait. The Council renewed its full support for the Yemeni Presidential Leadership Council, headed by Dr. Rashad Mohammed Al-Alimi, emphasizing its commitment to achieving security and stability in Yemen and reaching a comprehensive political solution.
The Council welcomed the appointment of Salem Saleh bin Brik as the Yemeni Prime Minister, wishing him success in his constitutional duties to achieve security, stability, and prosperity for the Yemeni people. It also commended the continuous efforts made by the Kingdom of Saudi Arabia and the Sultanate of Oman, and the ongoing communications with all parties to revive the political process, calling on the Houthis to engage positively with these efforts and with UN initiatives aimed at ending the crisis.
The Ministerial Council welcomed the Sultanate of Oman’s announcement of a ceasefire aimed at protecting international navigation and trade. It stressed the importance of de-escalation to preserve the security and stability of the region and respect the right of maritime navigation in accordance with international law and the 1982 United Nations Convention on the Law of the Sea.
The Council strongly condemned the continued foreign interference in Yemen’s internal affairs and the smuggling of military experts and weapons to Houthi militias, considering this a blatant violation of Security Council Resolutions 2216, 2231, and 2624.
