Government Decision to Standardize Yemeni University Fees and Prohibit Payment in Foreign Currency

Yemeni Prime Minister and head of the Supreme Council of Universities, Salem Saleh bin Brik, has issued a new decision to standardize and set tuition fees at public universities. This includes fees for regular studies, special enrollment, and postgraduate studies.

The decision approved the proposal from the ministerial committee tasked with studying and standardizing fees, which is headed by the Minister of Higher Education and Scientific Research. The standardized fees will be officially and transparently published on university websites and bulletin boards, with certified copies to be submitted to the Ministry within one week of the decision’s issuance.

The decision also strictly prohibits universities from imposing any additional fees or collecting payments from students in foreign currency, emphasizing that private universities must adhere to the same standards.

Furthermore, it grants university presidents the right to offer full or partial discounts or exemptions from special enrollment or postgraduate fees to encourage outstanding students or to account for students’ humanitarian, social, and financial circumstances.

The Prime Ministry has assigned the Ministry of Higher Education to monitor the implementation of the decision and submit regular reports on compliance and any violations. It will also coordinate with the Ministry of Finance to prepare a unified financial regulation to organize the self-financing resources of public universities and their usage.

The decision stressed that the standardized fees are temporary and will be reviewed if the national currency’s exchange rate improves or in light of new economic developments.
