Al-Hijri: Failure to Prepare Aden as Yemen’s Capital is a Reason for the Weakness of the Presidential Council

The Yemeni Islah Party said on Monday that the failure to prepare Aden to be the capital of the Yemeni state, to which all institutions would return, is one of the reasons for the weakness of the Presidential Leadership Council.
This came during a presentation made by the head of the party’s parliamentary bloc, Abdul Razzaq al-Hijri, on the Islah’s vision and proposals to activate the Presidential Leadership Council and improve its performance during the activities of the Third International Yemen Forum in its third session, organized by the Sana’a Center for Studies.
Al-Hijri stressed the importance of unifying the military forces under the Ministry of Defense and Interior, resuming oil exports by any means, activating the House of Representatives, and activating and restructuring the oversight bodies, namely the Central Organization for Control and Auditing, the Anti-Corruption Commission, and the Tenders Control Authority, as conditions for activating the Presidential Council.
He noted the importance of combating corruption and terrorism, addressing the collapsed living conditions of citizens, stopping the dire economic deterioration, and establishing a special framework for the southern issue as one of the important issues that should be agreed upon.
Al-Hijri explained that the Islah’s vision for activating the Presidential Leadership Council and improving its performance included emphasizing granting broad powers to local authorities, controlling state revenues, and stopping the squandering of public funds.
He said that the failure to prepare Aden to be the capital of the Yemeni state, to which all institutions would return, is one of the reasons for the weakness of the Presidential Leadership Council, noting that there are objective and subjective obstacles.
He considered that the non-completion of some provisions of the 2019 Riyadh Agreement related to its security and military readiness, and the lack of seriousness and desire among individuals and institutions to return to Aden and settle there, are among the reasons that weakened the performance of the Presidential Council, noting that the government is more present than others in terms of presence on the ground, and the Presidency Council is semi-mobile, while the House of Representatives has not been allowed to return to play its role.
