President Al-Alimi Declares State of Emergency in Yemen for 90 Days

The Chairman of the Presidential Leadership Council and Supreme Commander of the Armed Forces, Rashad Al-Alimi issued a republican decree declaring a state of emergency throughout the entire territory of the Republic of Yemen, effective Tuesday, December 30, 2025, for a period of 90 days, subject to extension.
The text of the decree, as reported by the official Yemeni News Agency (SABA), stated that the declaration of the state of emergency is based on the Constitution of the Republic, the Gulf Initiative and its executive mechanism, the power transfer agreement and the formation of the Presidential Leadership Council, in addition to the powers granted to the Chairman of the Council under Resolution No. 9 of 2022.
The decree clarified that the objective of the state of emergency is to safeguard the security of citizens, enhance Yemen’s unity and territorial integrity, confront what it described as the ongoing coup against legitimacy since 2014, and counter what it deemed an internal sedition led by military rebel elements acting on external orders against the eastern provinces.
The decree emphasized the obligation of all military forces and formations in the provinces of Hadramawt and Al-Mahra to coordinate with the leadership of the Coalition to Support Legitimacy, represented by the Kingdom of Saudi Arabia, and to immediately return to their positions and camps without engagement, while handing over all sites to the “Homeland Shield” forces.
The governors of Hadramawt and Al-Mahra were granted full authority to manage the affairs of their respective provinces, with an emphasis on full cooperation with the Homeland Shield forces until the camps are handed over.
Additionally, the decree imposed a comprehensive air, sea, and land blockade on all ports and crossings for 72 hours from the date of declaration, with exceptions granted only to cases receiving official permission from the leadership of the Coalition to Support Legitimacy.
The decree affirmed the commitment of all state entities to implement its provisions and work to maintain stability and security across various Yemeni regions during the state of emergency period.
