Yemeni Cabinet Bans Use of U.S. Dollar and Foreign Currencies in Domestic Transactions

The Yemeni Cabinet, through Resolution No. (13) of 2025, has approved a ban on the use of foreign currencies as a substitute for the national currency in commercial, service, and financial transactions within the Republic of Yemen, including in areas and governorates liberated from Houthi control.

The decision mandates the use of the Yemeni rial in the sale and purchase of goods and services and in contractual agreements, prohibiting payment in foreign currencies for transactions that do not require it, such as tuition fees, medical fees, rent, and airline tickets, according to the official Yemeni News Agency.

It also tasks the Ministries of Industry and Trade, Justice, and Interior, as well as governors of liberated provinces, with implementing oversight measures to ensure enforcement, apprehend violators, and refer them to the competent authorities in accordance with the law. Periodic reports on the level of implementation are to be submitted to the Prime Minister.
