Yemeni Prime Minister Stipulates His Prior Approval for The Travel of Ministers and Senior Officials Abroad

The Yemeni government has issued directives stipulating that holders of senior leadership positions in the state are not allowed to travel outside the country without obtaining prior permission from the Prime Minister.
Accordingly, the Immigration, Passport and Nationality Authority circulated a notice to its branch directors and passport department directors at land, sea, and air ports, instructing them not to allow the travel of ministers, deputy ministers, ministry undersecretaries, and assistant undersecretaries unless they present a prior approval issued by the Prime Minister.
The circular was based on a memorandum issued by the Prime Minister dated June 1, 2026, which pointed out that a number of officials had traveled abroad without obtaining the necessary approvals, in violation of the regulations governing official travel.
The Authority confirmed that the decision applies to ministers, deputy ministers, ministry undersecretaries, and assistant undersecretaries, while obligating the competent authorities at all ports to verify the existence of the travel permit before completing departure procedures.
The Head of the Immigration and Passport Authority directed passport directors at land, air, and sea ports to immediately implement the directives and prevent the travel of those covered by the decision if they fail to produce a prior permit issued by the Prime Minister.
The circular stressed the need for strict adherence to the directives, holding the concerned authorities responsible for any shortcomings in their implementation, and emphasizing that these measures do not cancel or amend the regulations governing the travel of official delegations abroad, but rather come to enhance compliance with them and implement them in accordance with the laws and regulations in force.
