Guterres Proposes Restructuring of UN Mission in Hudaidah

The United Nations Secretary-General, António Guterres, recently proposed integrating the UN Mission to Support the Hudaidah Agreement (UNMHA) into the Office of his Special Envoy for Yemen.

The proposal was included in Guterres’s latest report on structural changes and the reorganization of UN programs. He indicated that merging the Hudaidah Mission into the Special Envoy’s Office aims to enhance coordination and efficiency among the missions operating in Yemen.

This step aligns with Security Council Resolution (2786), issued in 2025, which extended the mandate of the UNMHA mission for six and a half months, to expire on January 28, 2026.

The resolution also requested the Secretary-General to submit an additional review of the Mission before the end of November to ensure “greater efficiency, structural coherence, and coordination among UN missions in Yemen.”

It is worth noting that the UN Mission to Support the Hudaidah Agreement was established in December 2018 to monitor the implementation of the Stockholm Agreement. However, in recent years, it has faced significant restrictions on the movement of its observers, and efforts to redeploy the military forces of the two parties inside and around Hudaidah city have stalled.
