The Yemeni government has announced the implementation of a new package of financial measures that includes the payment of overdue annual salary allowances for public sector employees and a 20 percent salary increase. The move is intended to improve living conditions and address a number of accumulated employment entitlements.
Minister of Civil Service and Insurance Salem Al-Awlaqi and Minister of Finance Marwan bin Ghanem signed two joint ministerial circulars to implement the new measures across all public service institutions.
Al-Awlaqi explained that the first circular provides for the payment of annual salary increments owed to government employees for the years 2021 through 2025, in accordance with the laws and regulations governing the civil service. He said the measure aims to regularize employees’ job status, ensure fairness, and resolve accumulated outstanding entitlements.
He added that the second circular authorizes a 20 percent salary increase for all employees in public service institutions, based on relevant decisions by the Council of Ministers. The increase is part of the government’s efforts to ease the impact of the economic situation and improve employees’ purchasing power.
The Minister of Civil Service said these measures form part of the government’s broader economic and administrative reform program, which seeks to strengthen job stability, enhance institutional performance, and improve the quality of public services.
He also announced that the next phase will include opening the door for employment status adjustments based on employees’ years of service and academic qualifications. A separate circular will be issued later to complete the process of addressing outstanding employment rights.
Al-Awlaqi called on government institutions at both the central and local levels to complete the required technical and administrative procedures and submit the approved payroll lists to ensure the swift implementation of the decisions and the timely disbursement of employees’ entitlements in accordance with the approved mechanisms.
